Hauppauge WinTV-HVR-1950
You can use a WinTV-HVR-1950 to convert VCR tapes to MP4 format. The device has inputs for S-Video and composite video, allowing you to connect a VCR, and it uses built-in hardware MPEG-2 encoding to record analog video to a computer. The software that comes with the device will allow you to choose MP4 as a recording format
